JOB DESCRIPTION OVERVIEW: 

The HS/PAC Manager is a key member of EIT team responsible management of HS/PAC IT projects and the management of the project portfolio including planning, road mapping, design, delivery, and project support. The HS/PAC Manager will act as a business partner and liaison to teams within the corporate structure for IT initiatives. Strong analytical and project lifecycle management skills are required, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements. The HS/PAC Manager is an experienced leader with demonstrated success supporting a healthcare-focused organization.

ESSENTIAL DUTIES AND RESPONSIBILITIES: 

  • Evaluate, assess, plan, and implement, in partnership with business partner teams, projects approved through the IT governance process;
  • Works with key stakeholders to develop optimal project portfolio plans including project prioritization and sequencing;
  • Seek opportunities for business process improvement through the introduction of new technology solutions that will enable streamlined operations;
  • Working with independence, oversee a wide variety of projects and activities of varying size and scope;
  • Provide full range of end-to-end project management & delivery services such as: define project scope and objectives, maintain project schedules and communicate regarding project status to stakeholders;
  • Estimate time requirements, establish deadlines, and monitor milestone completion;
  • Meet with appropriate personnel for periodic reviews of prototypes and final products;
  • Facilitate issue resolution in a timely fashion, removing roadblocks for project team to meet project objectives;
  • Elicit detailed solution requirements using interviews, document analysis, surveys, site visits, business process analysis and use cases; prepare requirements documents, ensuring traceability, and shepherd requirements through the design and implementation processes;
  • Partner with solution architecture to ensure solution recommendations meet business needs and objectives. Ensure business requirements are effectively surfaced and captured; Collaborate with internal and external technical resources, as well as subject matter experts, to establish the comprehensive technical vision for a solution;
  • Coordinate the creation of end-user and support staff training materials;
  • Identify vendors, coordinate demos and guide decision-making process with third-party business partners;
  • Ensure the successful completion of security and system testing prior to go-live, communicating any discovered risks in a timely manner;
  • Ensure timely, smooth, and successful handoff of new project builds to operational resources upon project completion.

 

Job Requirements

QUALIFICATIONS / EXPERIENCE:

  • Bachelor’s Degree in Organizational Development or Management, Information Technology, Engineering, Business Administration, or related field is required;
  • A minimum of five (5) years’ recent experience in project management involving projects crossing multiple business functions and software applications.
  • Experience with a broad range of IT project types from infrastructure to application development is necessary.
  • Experience with implementation of commercial off-the-shelf applications both on premise and cloud-based is highly desired. Technical writing, software development, software quality assurance, agile software development, and business analyst experience a plus. Experience in healthcare is a plus. PMP or other professional certification preferred;
  • Familiarity with CMS (Center for Medicare & Medicaid Services) reporting requirements preferred;
  • Effective at working autonomously and delivering through a diverse network of vendors and delivery partners;
  • Demonstrated ability to manage issues and risks collaboratively and respectfully with high-quality project delivery achievements;
  • Ability to communicate complex technology concepts to executive management and the end-users in a way that is connected to business objectives;
  • Ability to influence and collaborate at all levels of the organization;
  • Strong customer orientation, highly collaborative, positive and energetic, detail oriented, skilled at managing multiple initiatives and priorities successfully.

This position may require manual dexterity and/or frequent use of the computer, telephone, 10-key, calculator, office machines (copier, scanner, and fax) and/or the ability to perform repetitive motions and/or meet production standards to comply with the essential functions. Also, may require physical and/or mental stamina to work overtime, additional hours beyond a regular schedule and/or more than five days per week.
